The APOA was started in 1991 in Sacramento as a "Valley Chapter" of the Northern California Peace Officers Association. In 1993, this "Valley Chapter" decided to form an independent entity and formed the APOA as a non-profit 501(c)(3) charitable association.

As part of its mission, the APOA created a Martial Arts Academy for youths from the local communities, especially disadvantaged youths, to make an impact on juvenile delinquency and youth violence. The instructors are volunteers from the local law enforcement communities and the local schools. The APOA has established a partnership with the Boys and Girls Club of Greater Sacramento in its Martial Arts Academy activities. To fund these activities, APOA has held annual fund-raising banquets each year (usually June).
